Summary
This position is located within the U. S. Department of Transportation (DOT), Federal Motor Carrier Safety Administration (FMCSA) Office of Information Services (MC-MI), Office of the Administration (MC-M). MC-MI is responsible for managing and operating the FMCSA Freedom of Information Act (FOIA) program. You will serve as the Government Information Specialist on the intake team entering all incoming FOIA and Privacy Act requests.
Duties
The Government Information Specialist: Performs detailed research, analysis and evaluation of data to determine whether documents requested are subject to release under the law and the implementing regulations. Researches precedents and regulations regarding requests not clearly covered by the FOIA/PA and determine the proper course of action. Composes initial responses to requesters. Provides information, guidance and assistance to requesters and other organizational unites with the Agency on the current procedures, regulations, format and other technical matters involved in the preparation of requests. The ideal candidate should possess written and verbal communication skills, be able to function independently as well as in a team environment, and have a working knowledge of the Freedom of Information and Privacy Act as well as logging received requests into an automated system.

CONDITIONS OF EMPLOYMENT: SELECTIVE SERVICE: Males born after 12/31/1959 must be registered for the Selective Service. PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F. DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).
Qualifications
To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, AND (3) meet either the education or specialized experience requirements. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include: Experience in logging and tracking received FOIA and Privacy Act requests. Experience in reviewing received FOIA and Privacy Act requests and applying knowledge of multi-tracking processes, providing customer service to requesters and manage all forms of incoming correspondence. Experience processing FOIA requests from start to finish and redacting records applying exemptions 3, 4, 5, 6, and 7. To qualify for the GS-09 on Education alone: You must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.
