Position Overview
The Owner’s Representative (Owner’s Rep) Safety Consultant serves as the owner’s on-site advocate for all safety-related matters throughout the project lifecycle. This role ensures that contractors, subcontractors, and project stakeholders meet or exceed all safety standards, regulatory requirements, and owner expectations. The consultant acts as the eyes, ears, and voice of the owner to protect people, property, schedule, and reputation.
Key Responsibilities Project Safety Oversight
- Represent the owner by monitoring day-to-day field safety across all active work areas.
- Verify that contractors’ safety programs, JSAs, permits, and procedures meet contractual and regulatory requirements.
- Conduct routine site audits, inspections, and hazard assessments, documenting findings with corrective actions and follow-up.
Compliance & Regulatory Management
- Ensure compliance with OSHA, state, local, and site-specific regulations.
- Review contractor safety documentation including AHA/JHA, lift plans, confined space permits, LOTO procedures, and high-risk activity plans.
- Provide guidance on regulatory interpretations and help mitigate compliance risks.
Risk Management & Incident Prevention
- Identify potential hazards early and collaborate with contractors to implement corrective measures.
- Facilitate learning teams, near-miss reviews, and proactive risk-reduction strategies.
- Elevate high-risk concerns to the owner with clear recommendations.
Communication & Representation
- Serve as the direct liaison between the owner and contractors for safety-related topics.
- Attend weekly OAC, coordination, and contractor safety meetings.
- Deliver clear, concise reporting to the owner, including daily notes, weekly summaries, and non-compliance notifications.
Incident Response & Investigation
- Support emergency response efforts when incidents occur.
- Lead or assist in root cause analyses, corrective action tracking, and lessons learned.
- Ensure transparent communication between contractors and the owner during and after incidents.
Program Development & Continuous Improvement
- Advise the owner on opportunities to strengthen project safety culture and systems.
- Assist with preconstruction safety planning, contractor vetting, and site-specific safety program development.
- Provide coaching, training, and mentoring to project teams from an owner-first perspective.
The ideal candidate must have at least 5 years of construction safety management experience, a valid BCSP certification (CSP, SMS, ASP or CHST) OR EHS degreee is required, great communication skills and interpersonal skills. Semiconductor experience REQUIRED. Per diem available. 1099 ONLY.

Pay: $50.00 - $70.00 per hour
