Martin Brothers Construction, a Heavy Civil Engineering and Construction Firm operating in the greater Sacramento Area is looking for a Site Safety and Health Officer (SSHO). This SSHO position is for our project at Travis Air Force Base in Fairfield, CA. We are anticipating the project starting in March 2026.
The SSHO ensures compliance with safety regulations during the construction project. The individual must meet the requirements of EM385-1-1 Section 1. The SSHO must ensure that the requirements of 29 CFR 1926.16 are met for the project. The SSHO must be at the work site at all times to implement and administer the Contractor’s safety program and government-accepted Accident Prevention Plan.
Duties of the Site Safety and Health Officer (SSHO):
- Conduct daily safety and health inspections and maintain a written log
- Conduct mishap investigations and complete required accident reports. Report mishaps and near misses.
- Use and maintain OSHA’s Form 300 to log work-related injuries and illnesses occurring on the project site and make available to the Contracting Officer upon request.
- Post and maintain the Form 300A on the site Safety Bulletin Board.
- Maintain applicable safety reference material on the job site.
- Attend all project meetings.
- Review the APP and AHAs for compliance with EM 385-1-1, and approve, sign, implement, and enforce them.
- Establish a Safety and Occupation Health (SOH) Deficiency Tracking System that lists and monitors outstanding deficiencies until resolution.
- Ensure subcontractor compliance with safety and health requirements.
- Maintain a list of hazardous chemicals on site and their Material Safety Data Sheets (SDS).
- Maintain a weekly list of high hazard activities involving energy, equipment, excavation, entry into confined space, and elevation, and be prepared to discuss details during QC meetings.
- Provide and keep a record of site safety orientation and indoctrination for Contractor employees, subcontractor employees, and site visitors.
Qualifications and Experience:
- Minimum of 5 continuous years of experience as a Site Safety and Health Officer (SSHO) on a construction related site.
- Minimum of 5 years of satisfactory experience in preparing and enforcing safety programs on contracts of similar size and complexity.
- Must have OSHA 30-hour Construction or General Industry cards.
- Maintain competency through eight (8) hours of documented formal safety and health related coursework.
- Can demonstrate good communication and organizational skills that are required for government design/build projects and for daily interaction with government construction management staff.
- First Aid/CPR Certification.
- Confined Space Certification.
- U.S. Citizenship required.
Computer Skills:
- Microsoft Office (Word, Excel and Outlook)
Preferred Experience/Certifications:
- Airfield Experience
- Certified Safety Professional (CSP)
- Construction Health and Safety Technician (CHST)
- HAZWOPER 40-hour
- Crane, Rigging, Scaffolding Safety
- HCSS Plans & Field
- 24 hours formal SOH training in past 5 years.
- Must meet EM 385-1-1 L1 SSHO qualifications.
Special Qualifications/Requirements:
- Must be able to successfully pass, as required, a federal, state, or local government's background investigation to gain base access.

Working Conditions
The jobsite office environment is a medium risk area. Computers and phones are constantly in use. Work in the construction area poses significantly greater risk due to moving construction equipment and active construction zones with trip and fall hazards, and movement across uneven terrain. Majority of work is performed outdoors with exposure to extremes of heat and cold temperatures and inclement weather.
Physical Demands
While performing the essential functions of this job, the incumbent is regularly required to stand, walk, use hands to finger, handle, or feel, reach with hands and arms, and talk or hear. The incumbent is occasionally required to kneel, crouch or stoop or operate in confined spaces. The incumbent on occasion may lift, move or push up to 50 pounds, and frequently lift, move or push up to 25 pounds. Specific vision abilities required by this job include close vision and color vision. Extended periods of standing. Climbing up and down stairs and ascending/descending a ladder, and entering and exiting vehicles is required. Driving of a vehicle is required.
