The work is of a professional public health management nature involving responsibilities related to the execution of one or more of the specialized phases of environmental health programs. An employee in this class has responsibility for planning, directing and administering all environmental health, dog control, and weights and measures programs. The work involves supervision of all subordinate staff and is under the general supervision of the Public Health Director. Does related work as required.
Typical duties include:
Makes recommendations and supervises inspections of swimming and bathing facilities, stream pollution, shellfish distribution, sanitary conditions of camps, hotels, motels, temporary residences, children’s camps, migrant labor camps, food, restaurant and general sanitation, air pollution and environmental health nuisances;
Represents the Department of Health on all matters and problems related to environmental health;
Responsible for Department of Health rabies response program to include rabies exposure case management, specimen collection and public/professional training;
Inspects and is responsible for public water supply program to include annual inspection, surveillance and detailed system evaluation;
Directs investigations of environmental health factors related to disease outbreaks;
Maintains relationships and cooperates with Federal, State and Local agencies whose work or policies affect the environmental health program;
Reviews all individual wastewater treatment system plans, water supply improvement plans, and subdivision plans and refers those appropriate to the Public Health Engineer;
Interprets the results of laboratory examinations of air, water, sewage, industrial waste and other samples;
Formulates and directs programs for training of water plant operators, installers of wastewater treatment systems, environmental health personnel, food handlers, restaurant proprietors, camp owners and operating personnel of facilities with potential public health concerns;
Implements tobacco control related activities such as compliance with local laws, sales to youth and education;
Develops public health engineering, environmental health and dog control policies;
Performs special assignments relating to any phase of environmental health as required;
Prepares for and responds to chemical emergencies and disaster situations in accordance with
County Emergency Plans and Department of Health plans;
Supervises the County dog control program and personnel;
Assists municipalities and industries in the development and implementation of backflow prevention control programs;
Supervises the weights and measures program and its personnel;
Responsible for development and adherence to program budgets and operating plans;
Integral part of the department’s administrative management team;
Participates in off-hour duty officer coverage of urgent public health issues and provides appropriate, timely response;
Prepares and administers department enforcement actions and provides expert testimony in legal proceedings; and
Performs other related duties.

OR Do you have possession of a Bachelor's Degree from a regionally accredited or New York State registered college or university with thirty credit hours in the natural sciences, of which not more than twelve credit hours may be in the applied sciences AND the experience requirements outlined above?
