RES Coal is hiring an Environmental Health & Safety (EH&S) Representative to support safe, compliant operations across our surface mining network in Central Pennsylvania. This role is more than a compliance position — you'll be an active presence in the field, serving as a certified equipment trainer and a key partner to site foremen and the operations team. POSITION OVERVIEW
- Reports directly to the E&HS Director
- Serves as a certified equipment trainer under MSHA 30 CFR Part 48 for new miner and experienced miner training programs
- Conducts field inspections across multiple mine sites spanning Central PA
- Supports MSHA compliance, PA DEP permitting activities, and internal safety audits
- Partners with site foremen and the Production Superintendent on day-to-day safety matters
TRAINING RESPONSIBILITIES
- Administer and document MSHA Part 48 new miner training (24-hour program) and annual refresher training (8-hour program)
- Develop and maintain site-specific task training materials for equipment operation, hazard recognition, and emergency procedures
- Conduct task training observations and competency evaluations in the field
- Maintain accurate training records and certificates in compliance with MSHA recordkeeping requirements
- Coordinate with foremen to schedule training around production needs without disrupting operations
EH&S RESPONSIBILITIES
- Perform regular safety inspections across all active mine sites and preparation plant facilities
- Assist in incident and near-miss investigations; prepare written reports and corrective action plans
- Support MSHA inspection responses, including document preparation and accompanying inspectors in the field
- Monitor dust, noise, and other industrial hygiene hazards; coordinate sampling and reporting
- Maintain environmental compliance documentation including stormwater, erosion & sedimentation, and permit conditions
- Assist with PA DEP permitting activities and agency correspondence under the direction of the E&HS Director
- Track regulatory changes and advise management on compliance obligations
A TYPICAL DAY
- Morning check-in with the E&HS Director; review any overnight incidents or flagged hazards
- Drive to one or more mine sites to conduct safety walkthroughs and task training observations
- Lead a Part 48 training session for a new hire or seasonal employee onboarding
- Review and update hazard assessments, JSAs, or equipment checklists
- Document inspection findings and follow up with site foremen on corrective items
- Return to office or home base for recordkeeping, permit work, or report preparation
PAY & SCHEDULE
- Competitive salary commensurate with experience
- Standard schedule with field flexibility; some early starts required to align with mine shift schedules
- Company vehicle provided for site travel
- Based out of Central Pennsylvania; travel across the operational footprint (within ~100 miles)
MINIMUM QUALIFICATIONS
- 2+ years of experience in a mining, quarry, or heavy industrial EH&S role
- Working knowledge of MSHA regulations (30 CFR Parts 46/48/56/77) and PA DEP mining requirements
- Ability to serve as or become a certified MSHA Part 48 trainer (prior certification preferred)
- Comfort working outdoors in active mining environments in all weather conditions
- Strong written communication skills for report writing, recordkeeping, and regulatory correspondence
- Valid driver's license and clean driving record
PREFERRED QUALIFICATIONS
- Experience in surface coal mining specifically
- MSHA Part 48 trainer certification currently in good standing
- Familiarity with PA DEP Chapter 86–90 permitting requirements
- OSHA 30-hour or similar safety certification
- Industrial hygiene sampling experience (dust, noise, air quality)
- Background in incident investigation and root cause analysis
