Position Overview
We are seeking a qualified Safety & Health Officer (L1 SSHO) to support operations and maintenance (O&M) services for Defense Public Health – Aberdeen. The L1 SSHO will serve as the primary safety authority on-site, ensuring compliance with all federal, state, and Department of Defense (DoD) safety and health standards. This position plays a critical role in managing and implementing the contractor’s Safety and Occupational Health (SOH) program across laboratory, utility, and facility environments.
The L1 SSHO is required to be onsite during normal duty hours and may not be dual-hatted with other roles.
Key Responsibilities
· Serve as the lead authority for all O&M safety and health activities across assigned facilities.
· Ensure that a qualified SSHO is assigned to each worksite and office location in compliance with EM 385-1-1 requirements.
· Develop, implement, and enforce safety policies and procedures to ensure regulatory compliance and a safe work environment.
· Monitor ongoing operations to identify hazards and enforce corrective actions.
· Maintain and provide evidence of safety and health training records for inspection by the Contracting Officer’s Representative (COR) and Medical Treatment Facility (MTF) Safety and Health Officer.
· Support the development and submission of the Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), and site-specific addenda.
· Conduct routine safety meetings, inspections, and audits to ensure ongoing compliance with OSHA, EM 385-1-1, NFPA, and DoD standards.
· Serve as the primary point of contact for safety incidents, reporting, and corrective actions.
Qualifications
· OSHA 30-hour training card (or course completion certificate if training completed within the past 90 days).
· Minimum of five (5) years of cumulative safety management experience within the past ten (10) years, implementing or managing SOH programs on projects of similar size, scope, and complexity.
· Minimum of 24 hours of documented SOH-related training within the past five (5) years (excluding OSHA 30).
· Ability to maintain 24 hours of SOH training every three (3) years for the duration of the contract.
· Demonstrated knowledge of EM 385-1-1, OSHA standards, NFPA, and other applicable safety codes.
· Strong communication and leadership skills with the ability to enforce safety requirements across diverse teams.
· Must be able to read, write, and communicate effectively in English.

Pay: $78,575.38 - $94,628.41 per year
