Safety & Risk Manager Job Description

Reporting to and deriving authority from the Director of Estimating, the Safety & Risk Manager is responsible for the of the safety & risk programs, policies, and procedures.

The actions of individual employees are the responsibility of their individual supervisors, the safety "climate", the safety "culture", and safety "awareness" are the responsibilities of the Safety & Risk Manager.

The Safety & Risk Manager's responsibilities fall in the following major categories:

· Anticipate, identify and evaluate hazardous conditions and practices.
· Develop hazard control designs, methods, procedures and programs.
· Safety Management Responsibilities.
· Manage the Cost Containment Program.
· Ensure proper safety reporting and recordkeeping.
· Provide safety consulting services.
· Assist and support Commercial Insurance compliance requirements

Each of these primary responsibilities is described in more detail below:

Anticipate, Identify and Evaluate Hazardous Conditions and Practices

1. Ensure and audit job site safety and health regulatory compliance. Evaluate tools, equipment, materials, and roles of personnel.

2. Ensure proper OSHA training and record keeping.

3. Develop and implement company policies and regulatory guidance to ensure compliance.

4. Maintain awareness of appropriate governmental oversight agencies.
5. Acquire and maintain up to date knowledge of applicable regulations, standards, and requirements.

Develop Hazard Control Designs, Methods, Procedures and Programs

1. Formulate and prescribe engineering or administrative controls prior to exposures and accidents.

2. Establish safety performance goals and objectives with superintendents and foremen. Establish standards and expectations, audit against expectations, and keep manager apprised.

3. Integrate safety performance goals with normal operations and productivity schedules.

4. Communicate safety performance, improvement strategies, initiatives, and compliance issues as required.

5. Facilitate sharing of safety and health “best practices” among superintendents and foremen.

6. Provide leadership in instilling a “zero incident” culture.

7. Develop innovations to keep the safety program fresh and interesting.

8. Measure, audit, and evaluate the of hazard controls, programs, and efforts.

Safety Management Responsibilities

1. Safety training

Establish training objectives
Design programs to reduce worker’s compensation losses.
Select, schedule, and document appropriate training activities.
Audit training activities conducted by others.
Conduct safety training - both formal and informal.
Establish and maintain an orientation and safety training program for new employees.
Evaluate training effectiveness.

2. Safety Management

Establish and maintain a system for superintendents and foremen to observe/inspect and report unsafe job site behaviors and conditions.
Establish and maintain a system for superintendents and foremen to evaluate and report the safety performance of job site personnel, including subcontractors.
Evaluate and improve the quality of job site safety activities.
Personally conduct job site inspections/audits/visits.
Establish and maintain safety forms.
Establish and maintain procedures for OSHA inspections.
Establish and maintain procedures for emergency response.
Coordinate inspections by insurance company representatives.
Maintain library of current Safety Data Sheets (SDS’s)

3. Accident Investigation

Ensure appropriate accident investigations by superintendents and foremen.
Audit the quality of accident investigations.
Personally investigate accidents, particularly those of a larger or complex nature.
Recommend to Superintendents and Foremen disciplinary action for rule violations.

4. Safety program recognition and enforcement

Establish, maintain, and administer a system for recognizing/rewarding safe work practices and completion of safety activities.
Ensure consistent application of disciplinary actions for safety violations.
Publicize safety program successes.

5. Safety resources

Insurance companies
Suppliers and vendors
Governmental agencies (OSHA, etc.)
Trade groups and associations
Internal resources - Superintendents, foremen, estimators and others.
Customers

6. Specific Customer and/or Job Site safety requirements

Develop Site Specific Safety Plans (SSSP) as needed.
Establish and maintain procedures to become aware of specific requirements.
Notify superintendents, foremen, and estimators of specific requirements.
Monitor company performance to ensure compliance with specific requirements.
Serve as customer liaison with respect to customer safety issues.

Manage Cost Containment

1. Liability and theft claims

Investigate all liability and theft claims.
Prepare a report of the accident or incident.
Safeguard property from further loss.
Report claim and document losses.
Maintain a relationship with the claims adjuster.

2. Workers compensation claims

Ensure employees receive prompt medical care.
Maintain a relationship with injured employees.
Ensure proper claims handling and claims management at all job levels.
Maintain familiarity with all open claims, and continually push for closure.
Participate in claim review meetings.
Coordinate transitional (light duty) work activities with superintendents and foremen.
Keep manager, superintendents and foremen regularly informed.

Ensure Proper Safety Reporting and Recordkeeping

1. Produce a quarterly report measuring safety activities including but not limited to:

Accident frequency and severity analysis
Number and cost of accidents as compared to payroll, employees, and man-hours
Employees off work and on light duty
Training activities
Job site safety activities
Accident reporting
Discipline for safety violations
Safety & Risk Manager activities

2. Ensure that OSHA reporting requirements are met.

3. Establish and provide statistical safety reporting.

4. Document all training activities.

5. Manage the Company Vehicle Safety Program.
6. Maintain respiratory medical and fit-test records.

7. Analyze and maintain insurance company loss run records
8. Establish and administer risk controls for the use of company equipment by others, and for use of personal vehicles for company business.

Provide Safety Consulting Services

1. Maintain your personal professional competence.
2. Advise superintendents and foremen on OSHA standards and provide technical support.
3. Routinely provide superintendents and foremen with safety information on new products, OSHA activities, etc.
4. Research safety related issues and questions.
5. Personally intervene in non-routine production situations to ensure safe work practices.

Job Specifications

Incumbent must be fully bilingual, and must have 5-10 years of demonstrated experience managing an occupational safety and health program, preferably in construction. Bachelor’s degree, preferably in safety management, is desired.

Pay: $60,000.00 - $100,000.00 per year
